		<description>When a neighborhood has been saturated with various crime activities for an extended period of time, I do not think it is an easy task to turn that place around.  The demographics of the population of Washington Heights has not changed much--has it?  If not, that means that the poverty rate is still high which will probably be directly related to the crime rate.</description>
