High School has always been a dangerous place, whether it be physical harm, emotional distress, or social exclusion. Theres really no way to make high school safer without making it more like a prison. Modern teenagers are also becoming more and more "mature" thus they feel like they must act older. Its not the school or the cities fault for the increase in violence, I believe it's due to the lack of supervision at home and the glorification of violence throughout the U.S.
